The minister insists that only material classed as RC will be subject to being filtered.  Does that mean that "Potentially RC" will not be subject to the filter?

If a video posted on Youtube is classifed as RC, does that mean Youtube will be blocked, or only the offending video?

Will internet costs to end users increase to cover the cost of running the filter?

Which other countries in the world have a mandatory internet filter covering all ISPs?
